This is exactly the reason of this rule for contest entries Sure, there is always a chance of forged EXIF and of course, there is no EXIF in the film entries.
On the one hand, I have no problem of withdrawing this rule for people with previous forum activity (let's say 20 posts and previously posted photos?). People here already proved to be a bunch of friendly and very honest persons. On the other hand, I don't like the idea of dividing people to categories with more or less rights. And this is why I think the equal rules for all contest participants is the only way to go.
Keeping the EXIF with the contest photos should not be a problem in today's editors? Most of good editors allow to keep basic EXIF tags (even many free editors). It's just that people often use "Save for web" or similar "optimized" save options that kills all metadata. In case of problems, I'm always ready to help people with fixing their published photos
